Scooters and Mopeds in North Carolina

North Carolina’s Division of Motor Vehicles (DMV) calls mopeds and scooters (sometimes also called “electric bicycles”) the “tame cousins of motorcycles.” To qualify as a moped or a scooter in North Carolina, a two-wheeled vehicle cannot exceed 30 mph on a level surface and it cannot possess an engine larger than 50 cubic centimeters.

Legally, scooter and moped riders in North Carolina must be at least 16 years old and must wear a helmet. But, no driver’s license is required to drive a moped or scooter on public roads in North Carolina.
